Dr. Chantell Manahan serves as the Director of Technology at MSD of Steuben County Schools, a rural district in northeast Indiana. A former high school French and English teacher, Chantell brings a people-first lens to every aspect of educational technology leadership. Her work centers on aligning technology with teaching, learning, and data-informed decision-making.
Under her leadership, the district has strengthened its cybersecurity posture, launched student helpdesk programs, and deepened its commitment to interoperability and instructional support. Chantell is known for building strong cross-functional partnerships that connect IT, academics, and operations to drive sustainable innovation.
She holds multiple credentials including a doctorate in Educational Leadership, master's degrees in both Secondary Education and Educational Leadership, a Six Sigma Green Belt certification, and Google for Education Trainer and Google Admin certifications. She is a Certified Educational Technology Leader (CETL) and Certified Cybersecurity Rubric Evaluator (CCRE).
Chantell is an active voice in the edtech leadership community, serving as Chair of the Indiana CTO Council, Treasurer for the CoSN Board of Directors, and a mentor in Indiana’s CTO2B program and a thought partner in CoSN's Early Career Academy. She contributes to national conversations through advisory roles with Project Unicorn, Ed-Fi Alliance, and Indiana Wesleyan University’s School of Educational Leadership.
In addition to her district leadership, Chantell is the founder of Leading, Laughing, & Learning, a consulting and content platform that supports leadership development and strategic edtech partnerships. She also hosts the Leading Out Loud podcast, amplifying bold ideas and real impact in education. Chantell is passionate about student agency, inclusive innovation, and making the great work of education leaders more visible.
