Frankie Jackson is a nationally recognized K–12 Chief Technology Officer (CTO) and education technology leader with more than 30 years of experience serving medium to large school districts ranging from 25,000 to 120,000 students. She has led transformative technology initiatives at the district, state, and national levels, aligning technology strategy with teaching, learning, and operational excellence.
Frankie currently serves as Project Lead and Senior Advisor for the Cybersecurity Coalition for Education (CC4E), advancing national efforts to strengthen cybersecurity leadership, governance, and maturity across K–12 systems. She also consults independently as an education technology leader and success advocate, partnering with districts to improve strategy, service delivery, cybersecurity posture, and overall performance.
Her unique value proposition lies in blending deep technical expertise with proven performance excellence frameworks. Frankie integrates the National Institute of Standards and Technology (NIST) Baldrige Education Framework, CoSN’s CETL program, ITIL service management practices, APQC best practices, and the information technology components of the ASBO curriculum strand to help districts build sustainable, high-performing systems.
A former CTO for Cypress-Fairbanks Independent School District in Texas, Frankie has built and led large-scale technology organizations focused on governance, cybersecurity, infrastructure modernization, and customer-centered service models.
She serves on CoSN’s Policy, Cybersecurity Advisory, and Professional Development Committees and is a NIST Cybersecurity Practitioner. Frankie is also co-author of The Savvy EdTech Leader, published by ISTE.
