Funds For Learning has assembled the most complete data picture yet: eight years of E-rate applicant surveys, 660 verbatim comments from school and library staff, line-item analysis of the Cybersecurity Pilot Program, and six years of E-rate firewall funding records. The findings are consistent, urgent, and clear.
